If he was too occupied with dealing with others, he would miss out on the chance to eliminate the Sotuehrn boss.

Since Mister Orpwood was not in the western region,thre was no way he could worl with Mister Orpwood to take the Southern Boss down. If that were the case, handling the Southern Boss would be more challenging.
However, Feltcher's voice rose again, "Mister Wolf, Mister Orpwood may not be around, but Howard and | have already reported the Southern Boss's latest movement to him. He told US to send you a message: you have temporary control over all Dragon Guards in the western region and you are in charge of the mission to eliminate the Sotuehrn Boss," Fletcher added. "Oh? Though Mister Orpwood could not physically help, he placed Leon in charge and this would deliver the same result.
Given Leon's strength, he should be able to take the Southern and Western Boss's donw with the Dragon Guards' help.
